Thirteenth General Programme of Work 2019−2023

The Thirteenth General Programme of Work (GPW 13) defines WHO’s strategy for the five-year period, 2019-2023. It focuses on measurable impacts on people’s health at the country level.

WHO’s mission to promote health, keep the world safe, and serve the vulnerable is linked to three bold targets:

  • One billion more people to benefit from universal health coverage
  • One billion more people better protected from health emergencies
  • One billion more people enjoying better health and well-being
Measurable impact is at the heart of WHO’s mission to transform the future of public health. See how progress is calculated towards achieving GPW 13.

Introducing the methods for impact measurement

A key pillar of the World Health Organization’s transformation agenda was to make it a modern data-driven organization and to have a measurable impact on the lives of people we serve. WHO’s Global Programme of Work 13 has impact measurement at its centre with specific indicators based on the health related Sustainable Development Goals to track progress. This video is an introduction to the methods used to measure these indicators with clear baselines and targets globally and for every country.
